Tensura Tool EP Regeneration Scaling

This mod solves the problem of slow energy (EP) regeneration for tools by significantly speeding up the recovery process. The system automatically calculates EP regeneration rate based on either the player's current energy reserve or the tool's maximum capacity.

The calculation formula is as follows: Base Regeneration + EP (or item's maxEP) / EP_Value (default = 100). All parameters can be configured through the configuration file, including the choice between using player energy or tool energy.
