Fix for Ominous Potions (Dubious Bottle Fix)

This datapack requires the 1.21 experimental data pack. The modification serves as a solution to the issue with ominous potions that didn't work correctly in survival mode. Instead of them, "dubious potions" are now used, which properly apply the Bad Omen effect.

This fix can be particularly useful for servers using experimental content in earlier versions. Installation is straightforward - no additional file extraction required.
