[Backport] 1.13 Bubble Columns for 1.12

This mod recreates the functionality of bubble columns that were added in Minecraft version 1.13 for use in version 1.12.

The working principle involves replacing standard magma and soul sand blocks with their modified versions that generate bubble effects. At the same time, all the familiar properties of the original blocks are completely preserved - movement speed and physics of interaction with the player remain identical to vanilla counterparts, which was verified by analyzing the game's source code.

The bubble column system works with all types of entities in the game, including dropped items, mobs, and of course, the player themselves.
